1.ASSIGNMENTS WITH UNITED NATIONS ( 1995-Till date)

1.1 ECONOMIC AND SOCIAL COMMISSION FOR ASIA AND THE PACIFIC ( ESCAP )

a) Central Consultant ESCAP (15 May-15 Aug, 95)- As Central Consultant to ESCAP conducted detailed study by launching fact finding missions to 9 countries namely China, India, Indonesia, Republic of Korea), Malaysia, Pakistan, Philippines, Thailand and Vietnam to establish status of implementation of ISO 9000 on national and enterprise level in ESCAP region. This study included:
i) Adoption of ISO 9000 Series in the national system,
ii) Status of implementation of ISO 9000 by industries,
iii) Status of national accreditation system for certification bodies and testing laboratories.

b) Resource Person for organization of Consultative Expert Group meeting (8-14 Feb, 96) on "Regional Cooperation on the Adoption of ISO 9000 Series" .in which 9 countries participated

c) ESCAP Consultant (15 Oct-15 Dec, 96) for preparation and presentation of theme papers at "ESCAP-THAILAND COOPERATION WORKSHOP ON ISO 9000" (18-23 Aug,1997) where 8 countries -Bangladesh, Indonesia, Mongolia, Pakistan, Philippines, Sri Lanka, Thailand and Viet Nam participated.

1.2 UNITED NATIONS INDUSTRIAL DEVELOPMENT ORGANIZATION ( UNIDO )

International Consultant UNIDO (23 Sep-15 Oct, 96) - Appointed by UNIDO as one of the international consultants on " Standardization, Quality Control and ISO 9000" to join UNIDO Team for Industrial Technology Development Study Mission in Ghana to provide a plan for infrastructural development for sustained growth. This inter alia included establishment of National Accreditation Council and ISO 9000 Certification body.

1.3 COMMISSION ON SCIENCE & TECHNOLOGY FOR SUSTAINABLE DEVELOPMENT IN THE SOUTH (COMSATS)

Resource person of Commission on Science & Technology for Sustainable Development in the South for conducting a three-day " COMSATS Seminar on ISO 14000" in Islamabad from 7-9 March 2000

Provided consultancy to 60 Food processing industries for Design, development and implementation of integrated ISO 9000 and Hazard Analysis & Critical Control Points(HACCP) systems. Also organizing training programmes for the food industry understanding of HACCP and SPS requirements.

Integrating the EUROPEAN Directives, EN STANDARDS and ISO 900O in Design and development of Product certification marks Schemes especially CE MARK of European Union particularly in regulatory areas to facilitate export to EU countries in the field of medical devices and other similar areas.

3. ISO 9000 QUALITY MANAGEMENT SYSTEM (1990- 1995)

3.1 OPERATION OF ISO 9000 QUALITY SYSTEMS CERTIFICATION

As Director Incharge of Quality Systems Certification Body of Bureau of Indian Standards (BIS), I was engaged in managing and coordinating the ISO 9000 certification activities on an all India basis which included:

a) ISO 9000 Certification- Awarded certification of ISO 9000 Quality Management System for over 150 companies in different industry sectors including service sectors.

b) International Accreditation- Design and development of documented system in accordance with ISO /IEC Guide 62 General Requirements for Bodies Operating Assessment and Certification/Registration of Quality Systems (ISO 9000) for BIS as Certification Body and getting it International Accreditation from Raad Voor de Accreditae (RVA) Netherlands,

c) Audit and Appraisal System- Devised scheme for development ISO 9000 audit practices:

i) Led teams/participated in over 50 third party certification audis to a wide array of organizations (industrial, service, financial, laboratories sectors) ;
ii) As Management Representative (MR) planned and executed internal audits for the Bureau of Indian Standards & its regional Offices under the International Accreditation;
iii) Conducted a number of internal audits in BIS and trial assessments of companies.
iv) Evolved BIS Personnel Policy for selection as auditors, assessing and establishing the need for training and organization of such training for auditors and conducting an annual appraisal of their performance;
v) Evolved a scheme of subcontracting auditing to individuals and firms and drawing auditors/specialists for constituting audit teams.


3.2 INVOLVEMENT IN DEVELOPMENT OF NATIONAL ACCREDITATION SYSTEM IN INDIA

I was closely involved in the establishment of National Quality Council and National Accreditation System for testing and calibration laboratories, certification bodies both for products and quality systems and quality management personnel and prepared the final reports for Certification bodies and Accreditation of quality management personnel, approval mechanism of training course material and training bodies in quality system.

As a member of the Task Force for Accreditation Board for Certification Bodies responsible for development of Rules of Procedure and accreditation Criteria I was involved in the preparation of these documents for three types of certification bodies:

a) Product certification bodies,
b) Quality System Certification Bodies, and
c) Environmental Management Certification bodies.

3.3 NATIONAL QUALITY AWARD

National Quality Award of India-BIS operates the Rajiv Gandhi National Quality Award. As a member of Criteria Committee, I have been involved in developing criteria for evaluation of organizations applying for Rajiv Gandhi National Quality Award. The criteria is on lines of European, Malcolm Baldrige and Deming Awards. I was in the evaluation panel for on the site assessment of companies.

National Quality Awards in ESCAP Region- As the Central Consultant for ESCAP I studies national awards system in nine countries of my study namely, China, India, Indonesia, South Korea, Malaysia, Pakistan, Philippines, Thailand and Viet Nam.

National Quality Award in Pakistan- Worked out a programme and action plan for introduction of a national quality award system for Pakistan under ESCAP Advisory Services.

4. PLANNING AND COORDINATION (1988-1990)

As Director incharge Planning and Coordination Division of BIS I was engaged in planning and development activities for five years. In this capacity, I had undertaken and accomplished the following:

a) Planning and Project preparation & Management

i) Preparation, monitoring and implementation of Perspective Plan, Five Year plans, Annual
Action Plans and Corporate Plan
ii) Projects for infrastructural development of BIS financed by the Government of India

b) Execution of World Bank projects

Negotiated, finalized and executed the following projects financed by World Bank for BIS infrastructure development:

i) Upgrading BIS laboratory network
ii) Upgrading quality system certification activity (ISO 9000)
iii) Standardization management and standards development
iv) Strengthening BIS training activity
v) Strengthening standards and quality promotional efforts
vi) Technical assistance to exporters
vii) Establishment of information centres for standards and quality management

c) Secretariat Responsibilities- High Power Study Group set up by Government of India to go into functioning of National Standards Body. Bureau Council, the highest policy making body of BIS and Member Secretary, Policy Planning Board, the highest policy making body within BIS

d) Inter-ministerial Coordination-Inter-Ministerial Task Force of Government of India dealing with problems of standards, certification and laboratory upgradation in the context liberalization and world competition.

e) Introduction of Total Quality Management Tools

Introduced Quality Improvement Projects (QIP) in service organizations. Successfully accomplished 40 QIP's. Coordinated several Quality Circle activities in industries and service sectors.

5. INTERNATIONAL COOPERATION AND LIAISON (1982-88)

a) Liaison with international standardizing bodies such as ISO, IEC, OIML, Codex Alimentarius Commission,

b) Interaction with important regional standardizing bodies such ASMO, ARSO,COPANT, CEN, CENELEC,

c) Holding secretariat for ISO IEC policy making bodies such as DEVCO, CASCO, ISO Council and Committee of action of IEC. Identification of national experts and providing them with the national brief for participation in international meetings.

d) Multilateral Cooperation programmes with NAM Group on Standardization, Measurement and Quality Control

e) Organization and coordination of International Training programmes in standardization and quality systems for candidates from developing countries on specialized aspects.

This provided me an insight into the global approach to standardization and quality, particularly while dealing with ISO/IEC policy-making bodies, U.N. Bodies, and National Standards Bodies.

6. PRODUCT CERTIFICATION (1976-19982)

As group incharge, organized and coordinated certification activities in food and chemicals which included operation of product certification scheme, approval of laboratories, surveillance scheme etc,.

Liaison with ISO Committee on Conformity Assessment (ISO CASCO) which develops international criteria for certification,

As a member of Expert Panel of Export Inspection Council of India, participated in Preshipment Inspections and determination of industries as export worthy.

6. STANDARDIZATION AND QUALITY CONTROL (1966-1976)

a) National Standards development as a member secretary of technical committees developed over 100 standards, maintained liaison with international standardization efforts of Codex Alimentarius Commission and ISO.

f) Attending ISO technical committee meetings. Identification of national experts and providing them with the national brief for participation in international meetings.

b) Company Standardization - Organized company standardization programmes for industry and assisted many industries in establishment of company standardization programmes.

7. ORGANIZATION OF CONFERENCES AND SEMINARS

Actively involved in organization of many national and international conferences and seminars and participated and presented papers in a number of Natioal & International seminars and conferences

8. STUDY VISITS ABROAD

a) Visited USA and Canada (1991) for studying the programmes on standardization, quality systems certification, national quality award and accreditation of testing laboratories:

i) National Institute of Standards and Technology (NIST) - To study operation of Malcolm Baldridge National Quality Award, accreditation of laboratories and Central Enquiry Point under GATT Standards Code.
ii) American Society for Testing and Materials (ASTM) - To study practices of standards formulation and providing secretariat facility, full text of standards in electronic media for easy retrieval and dissemination.
iii) American National Standards Institute (ANSI) - To study national structure for accreditation of certification bodies for quality management systems and quality system management personnel certification scheme.
iv) Underwriters Laboratories Inc (UL) - To negotiate the possibility of taking consultancy for laboratory modernization and upgradation of testing facilities and for operation of quality system certification.
v) Standards Council of Canada (SCC) - To study national accreditation scheme for standards writing and certification bodies and testing laboratories and operation of Central Enquiry Point under GATT Standards Code.
vi) Canadian Standards Association (CSA) - To study standards preparation, operation of product certification and laboratory testing especially operation of IECEE CB Scheme.
vii) Quality Management Institute (QMI) - To study certification of quality management system in Canada and training ofquality system auditors and exploring the possibility of memorandum of understanding with BIS in the area of quality system certification and training of personnel.
viii) World Bank, Washington - To have further negotiation on new projects and modalities on implementation of approved projects.

b) Visit to USSR (now Russia) (1986) - Participated in a weeklong discussion meeting on harmonization
of standards on Rational use of Energy Resources.
